The proposal would allow any person over eighteen-years-old could register and get a one year license. During that period one would have to pay taxes from their income and go through regular medical examinations, after that, one must register again. But problem with the proposal, apart from the moral and conservative aspect, is that the petitions committee doesn’t believe that anyone would actually register.
